Interview : Carberry on his form
Surrey recovered from a faltering start after losing openers Ali Brown (0) and Scott Newman (15), with Ramprakash and Razzaq leading the way.
Ramprakash smashed three sixes in his 43-ball knock, while Pakistan all-rounder Razzaq went two better with five maximums from just 37 balls.
Fast bowler Nantie Hayward collected two wickets, along with Ian Harvey, whose two dismissals in the final Surrey over proved to be crucial.
Hampshire lost opener Harvey in the second over, but Lumb and Carberry steadied the innings with a 48-run second-wicket partnership.
Lumb became the first of Saqlain Mushtaq's three wickets when he was bowled in the former Pakistan off-spinner's opening over.
Carberry soon followed when he was stumped off Chris Schofield, but Ervine maintained Hampshire's momentum, helped by Lamb's 16-ball knock to clinch the win.
