The 22-year-old will go straight into Leicestershire's squad for the County Championship Division Two match against Worcestershire on Sunday.
Smith told BBC Radio Lancashire: "I would prefer to be playing my cricket at Lancashire.
"But I am looking forward to joining Leicestershire and helping them in their bid for promotion."
The Red Rose county currently have a full roster of fast bowlers to choose from including Andrew Flintoff, which means that Smith's opportunities of first-team involvement would have been limited at Old Trafford.
Lancashire cricket manager Mike Watkinson told the club's official website: "Tom has recently missed seven weeks of cricket due to a thigh injury. This loan spell is a great opportunity for him to get some regular first-team experience on his return to action."
The loan move allows Smith to be recalled if he is required by Lancashire.
