Shah was named in the England Test and ODI squads for the series in India.
But Middlesex want the 29-year-old batsman released for the Twenty20 tournament that is sandwiched between England's Test and one-day series.
The right-hander scored a 35-ball 75 to help Middlesex to victory over Kent in the Twenty20 Cup final in July.
"Owais was a big part of our winning the Twenty20 and we want Owais back," Middlesex chief executive Vinny Codrington told BBC London 94.9.
The final ODI is on 2 December in Delhi, with the Champions League taking place from 3-10 December.
The Test series then begins on 11 December in Ahmedabad.
Codrington believes the ECB will delay any decision as it awaits updates on injuries to the Test squad.
He added: "They (ECB) haven't said yes or no yet."
Middlesex have already signed two all-rounders in preparation for the Champions League - Neil Dexter on a two-year contract from Kent, and Neil Carter on loan from Warwickshire.
